Fewer foreign workers are arriving in Canada, so why are there more work permit holders than before?

According to new IRCC data, 1,550,215 people held only a work permit at the end of August 2026, about 8.2 per cent more than in August 2024. That is despite a 57 per cent drop in new worker arrivals. Meanwhile, the number of study permit holders has fallen by almost 41 per cent.

The reason is that many workers already in Canada still hold valid permits, and some can extend them. We break down what it means for the 2027 temporary resident target here:

Living in Alberta on a work or study permit? Here's what you need to know after the October 19 referendum.

Albertans voted by about 76 per cent to stay in Canada, but early counts also show majority support for all five immigration proposals - from greater provincial control over immigration to fees for some temporary residents using healthcare and education.

The good news: the vote is non-binding. Nothing changes for your permit or your current access to services because of it. Official results land October 29, and any changes would need new legislation first.

Health care workers looking at British Columbia, this one is for you. On October 15, BC invited 16 candidates through its Temporary Rural/Remote Health Support Initiative, and the minimum score dipped to 54 from 60 last month.

It was the smallest of the three rounds held so far, bringing the total to 109 invitations since July. If you're registered with the BC PNP and score 54 or more, you're still in the running for future rounds - and a provincial nomination adds 600 points to your Express Entry score.

PEI just doubled up in October. Prince Edward Island issued 163 invitations in its October 16 draw, only nine days after inviting 90 candidates on October 7. That makes October the first month this year with two PEI rounds, and its busiest month of 2026 with 253 invitations.

Every invitation went to Labour Impact and Express Entry candidates. Entrepreneurs are still waiting, with no business invitations in any round this year. If you work in healthcare, trades or manufacturing, PEI says those sectors are a priority right now.

Waiting on a Canadian citizenship certificate? Here's the latest from IRCC.

On October 9, the estimated processing time for proof of citizenship rose to about 34 months, even though the number of people in the queue dropped to roughly 130,700. It's the first time the queue has shrunk since June, but the wait is still climbing.

If you live outside Canada and the U.S., IRCC says to add another three to four months for mailing. We break down what this means for Bill C-3 applicants and who may qualify for urgent processing.

Holding a provincial nomination? Here's what the latest Express Entry round looked like.

On October 13, Canada invited 752 Provincial Nominee Program candidates to apply for permanent residence, with a minimum CRS score of 772. That's the biggest PNP round since June.

Don't let the 772 scare you - a nomination is worth 600 points on its own, so the people invited had base scores of around 172. If you don't have a nomination, general and category-based draws are your route, and their cut-offs are much lower.

Canada issued 752 invitations in a Provincial Nominee Program Express Entry draw on October 13, 2026, at a CRS cut-off of 772 — the largest PNP round since June and the 60th round of 2026.

Did you do an immigration medical exam while living in Canada, then move back home? Here is something important to know.

IRCC has confirmed that you must be living in Canada to reuse a medical exam from the past five years. If you have moved abroad, you will need to go through the normal medical exam process, even if your earlier exam was recent.

If you are still in Canada and qualify, you can include your previous IME or UMI number in your new application and may not need to book another exam. The exemption currently runs until October 5, 2029.

IRCC clarifies who qualifies for Canada's immigration medical exam exemption, confirming applicants must live in Canada to reuse medical results from five years ago.
