Yet another cowboy 🤠
Always check your plumbers licence before commencing work!

The BPC has disqualified Toby Bell from working as a plumber and fined him $13,000 over a botched and illegal air-conditioner installation booked through Airtasker.

Bell was a registered plumber but claimed he was licensed when installing 5 split-system units at a Hawthorn property and issuing a compliance certificate.

When one of the units began leaking and Bell did not return to fix it, the client had the manufacturer confirm it was installed incorrectly – with substandard pipework and no refrigerant.

Bell failed to attend a recent BPC disciplinary inquiry which disqualified him from plumbing work. He has the right to appeal the decision at VCAT.

The former Victorian Building Authority prosecuted Bell in 2023 for unlicensed plumbing work, resulting in a $4000 fine without conviction.

Energy Safe Victoria (ESV) also prosecuted Bell in 2021 for unlicensed plumbing work and employing an unregistered electrician. He was convicted and fined almost $6000.

Interesting read for the general public. Always ask to see your plumbers licence before commencing work.

A few key points on this post from the BPC that clears up any grey areas around the differences of a registered plumber compared to a licensed plumber.

Plumbers must be registered or licensed with the BPC to lawfully carry out plumbing work in Victoria.

Each class of plumbing work has two levels of accreditation.

Registered plumbers must comply with the relevant standards and regulations but are not authorised to supervise apprentices or other plumbers or issue compliance certificates.

Licensed plumbers have additional knowledge and experience. They are authorised to carry out these duties and undertake design work.

Licensed plumbers must also hold the required insurance, which helps protect consumers if work is defective.

The BPC does not register or license plumbing companies, only individuals, so consumers should ask the person carrying out the work to show their accreditation.

They can also check registration or license status and disciplinary history at bpc.vic.gov.au/check

Carrying out plumbing work without the appropriate registration or licence is an offence and may lead to disciplinary action or prosecution.
