How do you add a 250-space carpark to a heritage town without overwhelming what makes it special?

For Picton Carpark, we looked to the town’s scale, colours and historic character, drawing from landmarks including the Old Post Office, St Mark’s Anglican Church, Wollondilly Shire Hall and Picton Courthouse.

Two terracotta tones were selected to connect with the warm reds, browns and earthy colours found in the surrounding brick and sandstone buildings. The colour is a concrete paint tint, allowing the natural texture and variation of the material to remain visible.

The building is also deliberately low and set back from Menangle Street, allowing Picton’s historic buildings to remain the most prominent features of the town. Over time, climbing vegetation will soften the structure further and connect it with the surrounding landscape.

For us, respecting heritage doesn’t mean copying and pasting. It means understanding what makes a place distinctive and designing something new that feels like it belongs there.

Our project at 319 Great Western Highway, Wentworthville has been successfully declared as State Significant Development through the NSW Housing Delivery Authority pathway.

The proposal comprises approximately 165 apartments, including 15% affordable housing, together with 5,000 m² of commercial development.

The HDA pathway offers an accelerated and coordinated planning process for major residential developments, helping suitable projects move through assessment more efficiently and supporting the faster delivery of housing.

Lockhart-Krause Architects has specialist experience preparing and progressing projects through this pathway. Wentworthville is our fifth successful HDA declaration, a significant achievement that reflects our expertise in planning strategy, high-density housing, mixed-use development and complex urban sites.

Our declared HDA projects include:

• Pyrmont, 13A–29 Union Street
• Tweed Heads, 169–171 Wharf Street
• Rockdale, 588–592 Princes Highway
• Wentworthville, 319 Great Western Highway
• Strathfield, 2 Raw Square

Find out more about the HDA pathway: https://lockhartkrause.com.au/journal/363-fast-track-housing-in-nsw-what-the-hda-means-for-apartment-projects-and-strategic-uplift

If you control a site of 1,500 m² or more, contact our team to discuss whether the HDA pathway could unlock its development potential.

A successful construction outcome and a happy client.

“The lab feels more spacious, supports teaching cohorts of up to 48 students and works exceptionally well in practice. We’re extremely happy with the final design.”

Another successful HDA EOI for Strathfield!

Through the Housing Delivery Authority pathway, the project can achieve 230 dwellings, approximately five times the development capacity originally permitted on the site.

This includes an increase in FSR from 3:1 to 15:1, together with affordable housing and new non-residential uses that will contribute to the local community.

If you have a site of 1500m2 or more, you should call us to discuss HDA opportunities: [email protected] or (02) 9090 4678.

Cars, Coffee & Community ☕🚗

There’s something special about seeing a project come to life in the way you always hoped it would.

This morning, the new Walton Street Car Park in Picton hosted Picton Cars and Coffee for the first time, transforming a piece of civic infrastructure into a vibrant community gathering place. People came together to admire classic cars, catch up over coffee, support local businesses and enjoy the town together.

The colourful cars, polished chrome and energy of the community created a striking contrast against the car park’s warm, heritage-inspired tones. It was wonderful to see the architecture become a backdrop for so much colour, character and life.

For us, this is what architecture is really about. It’s not just about designing buildings or public spaces. It’s about creating places where people connect, communities grow and local economies thrive.

Seeing the car park filled with people, conversation and colour was a reminder that successful public architecture isn’t measured by concrete and steel alone, but by the life it enables.

At Lockhart-Krause Architects, we specialise in designing council and community projects that create lasting value for the people who use them every day. We’re proud to have played a part in delivering a space that the Picton community can enjoy.

Congratulations to Picton Cars and Coffee, Kane Constructions Pty Ltd and Wollondilly Shire Council along with everyone involved in making the event such a fantastic success. Here’s to many more Sunday mornings like this.

Almost complete, here’s an update on Picton Car Park, paint on!

Our latest built project is looking snazzy with a fresh coat of pink and red paint, chosen in collaboration with Wollondilly Shire Council. More than just a car park, it celebrates the personality and character of the area. A joyful project, looking great!
