A new landscape materials supply facility has been approved for our client at 45 Whitaker Road, Rossmore.

The facility will receive up to 99,000 tonnes per annum of soil products and mulch from development sites within the Western Sydney area. Materials will include Virgin Excavated Natural Material (VENM), Excavated Natural Material (ENM), and mulch. Products will be temporarily stockpiled within concrete storage bays before being transported directly to customers.

The site will be built on the central portion of the property, positioned behind the existing rural residence. The development considers site constraints such as retaining vegetation, protecting the waterway and dam, following the natural slope to reduce earthworks, and minimising visual impacts from Whitaker Road.

The project includes a new concrete driveway with a rumble grid and wheel wash, a 10-space carpark, an industrial shed for product and vehicle/equipment storage, 2 x 10,000L rainwater tanks, 20 landscape material storage bays, a hardstand within the main facility yard, and solid boundary fencing. The scope also includes the replacement of the on-site sewage management system and the installation of a stormwater management system, including stormwater pit baskets and gross pollutant traps prior to discharge into the on-site dam.

Our client partnered with us at JEP Environment & Planning to manage the development approval process, including preparation of environmental assessments, preparation of the planning application and negotiation with relevant authorities.

Following the initial determination of the development application by Liverpool City Council, the proposal was subsequently considered by the Land and Environment Court of NSW. Working closely with our client and Mr Ross Fox of Fishburn Watson O’Brien Lawyers, who provided legal representation, we demonstrated the project’s economic and environmental benefits, particularly its contribution to resource recovery through the reuse of excavated materials. The Court upheld the merits of the proposal, and development consent was granted on the 3rd of March 2026.

The development will create several full-time jobs to support the operation of the facility. The completed project will support local development in the area by providing a sustainable source of landscape materials, reducing waste to landfill, and economically contributing to the Rossmore Community.

Green Star Audits for Your Construction Waste Recycling Business

Green Star audits are an increasingly important part of the construction and demolition (C&D) waste industry, particularly for waste contractors and recycling facilities looking to work on Green Star projects. The audits, undertaken in accordance with the Construction and Demolition Waste Reporting Criteria Guidelines developed by the Green Building Council of Australia (GBCA), assess whether waste contractors and waste processing facilities are accurately tracking, reporting and recovering C&D waste.

Achieving Green Star compliance demonstrates that a contractor or facility has transparent waste tracking systems, accurate reporting processes and compliant resource recovery practices, which is now a requirement for many developers and builders delivering Green Star-rated projects.

We at JEP Environment & Planning, have been undertaking Renier Skip Bins’ Green Star audits since 2021, with the company achieving compliance each year. Following the most recent audit, Renier Skip Bins was again found compliant with Green Star requirements, with their contracted waste processing facilities also meeting Green Star audit requirements. Their contractors achieved an excellent average landfill diversion rate, allowing the company to service projects seeking Green Star accreditation.

Aussie Industries Pty Ltd (Aussie Skips), established in 1987, provides skip bin and recycling services across the Greater Sydney Metropolitan Area. Our audit confirmed Aussie Skips is compliant with Green Star requirements, including their contracted waste processing facilities. During the audit period between May and July 2025, the company achieved an above average landfill diversion rate, enabling them to service Green Star projects.

Economy Waste Group Pty Ltd (Economy Waste Group) provides skip bin and recycling services across the Central Coast and Newcastle regions accepting a wide range of waste streams. The audit confirmed Economy Waste Group is compliant with Green Star requirements, including their contracted processing facilities. During the audit period, their contractors achieved strong landfill diversion performance, allowing the company to service projects seeking Green Star accreditation.

New Battery Sorting and Transfer Station Now Open in Kings Park

Battery Recyclers Pty Ltd (Battery Recyclers) has opened a new battery sorting and transfer station within an existing warehouse in the Kings Park Industrial Estate. The facility can receive and sort up to 900 tonnes per year of household batteries collected through the B-cycle battery recycling scheme.

The facility accepts standard household batteries (including AA and similar sizes), button batteries, rechargeable batteries up to 5 kg, and batteries readily removable by consumers from products such as power tools and digital cameras. Accepted chemistries include Nickel Cadmium, Nickel Metal Hydride, Alkaline, Zinc Carbon, Lithium-ion and Lithium metal. Following sorting, batteries are packaged and temporarily stored in accordance with Dangerous Goods storage and handling requirements before being transported to licensed recycling facilities.

The site comprises a 300m² masonry warehouse with a 55m² rear awning and sealed concrete hardstand. The approved works included installation of a drum tipper, manual conveyor picking station, X-ray battery sorting system and forklift. Supporting safety upgrades were also implemented, including a fire-resistant wall and a dedicated fire detection and suppression system designed to manage lithium battery risks.

Battery Recyclers engaged us at JEP Environment & Planning to manage the planning approvals process. We led the Council pre-lodgement meeting, prepared the architectural and waste management plans, coordinated environmental assessments, and delivered the statutory planning documentation. The Development Application was approved on the 22nd July 2024, followed by the Construction Certificate on the 15th of May 2025 and the subsequent Occupation Certificate on 26th of September 2025.

This project responds to Australia’s low battery recovery rate (currently around 3%), despite rapidly increasing demand, particularly for lithium batteries. Improper disposal can lead to fires in waste trucks and facilities, release hazardous heavy metals, and contribute to long-term soil and water contamination. By providing dedicated sorting and transfer infrastructure, the facility strengthens safe end-of-life battery management and supports the transition to a more resilient circular economy.
