Zimbabwean traffic fines are based on a "Level" system, with fines ranging from US$5 for a Level 1 offence to US$30 for a Level 3 offence, which is the maximum that can be collected as a spot fine by police. A higher fine, up to the maximum of US$5,000, can only be imposed by a magistrate after a court appearance. Fines can be paid in US dollars or the equivalent Zimbabwean dollar at the current interbank rate.
Spot fines (maximum Level 3)
Level 1: US$5
Level 2: US$15
Level 3: US$30
Note: Police can combine multiple offences to increase the total spot fine.
Court-imposed fines (up to Level 14)
Level 14: US$5,000
Note: The new scale for court-imposed fines can be significantly higher than previous levels.
Common traffic offences and example fines
No headlights or side lights: US$10
No windscreen wiper: US$5
Disregard traffic light/stop sign: Fines can range from US$15 to US$30, depending on the specific offence.
Failure to wear a safety belt: US$5
Using a mobile phone while driving: This can result in a court appearance and potentially a higher fine than a spot fine.
Speeding:
6-15 kph over limit: US$5
16-25 kph over limit: US$10
26-35 kph over limit: US$15
36-50 kph over limit: US$20
Over 50 kph over limit: Court appearance
Driving without a valid license: This will likely result in a court appearance.
Important to know
Court vs. Spot Fine: You have the right to refuse a spot fine and opt for a court appearance.
Receipts: Always demand an official Z69J receipt if you pay a spot fine.
Bribery: Do not offer or accept a bribe, as it is illegal.
New rules: As of January 31, 2025, the minimum age for driving public service vehicles (e.g., commuter omnibuses) is 30, with at least five years of driving experience.
