A Missing Function in Zimbabwe’s Construction Industry

One area I believe Zimbabwe’s construction industry is lacking is the recognition of Construction Management as a professional function, rather than simply treating it as an activity carried out during construction.

This may be one of the reasons why many projects struggle with time overruns, cost overruns, quality issues and, increasingly, long-term sustainability and life-cycle costs.

Engineers design and provide technical solutions. Architects develop the architectural vision. Quantity Surveyors manage measurement, costing and commercial aspects. But who integrates all these disciplines and turns the project vision into reality?

That is where the Construction Manager comes in.

A Construction Manager brings together planning, coordination, procurement, contract administration, resource management, construction methodology, quality control, risk management, technology and sustainability throughout the project life cycle.

Sustainability should not only be considered when designing a “green building.” It must be maintained throughout procurement, construction, operation and the entire life cycle of the asset. This includes decisions around sustainable materials, construction methods, waste management, energy efficiency, durability and ultimately life-cycle cost.

I therefore believe organisations such as the Green Building Council Of Zimbabwe and the wider construction industry should place greater emphasis on the role and uptake of Construction Managers in project delivery.

Because ultimately:

Architects create the vision.
Engineers provide the technical solution.
Quantity Surveyors establish and manage the cost.
But Construction Managers integrate the people, processes, resources and disciplines to turn the vision into reality.

If Zimbabwe wants projects that are completed on time, within budget, to the required quality and sustainably over their entire life cycle, Construction Management needs to be recognised as a core professional function—not merely an activity.

What Does It Take to Build a Better Zimbabwe?

Construction, Procurement & Building a Better Zimbabwe 🇿🇼🏗️

Infrastructure development is more than the roads, bridges, schools, hospitals and other projects we see taking shape. Behind every successful project are planning, procurement, cost control, quality management, coordination and professional project delivery.

As someone passionate about construction, it is encouraging to see different stakeholders contributing to Zimbabwe’s infrastructure development. Special recognition goes to philanthropists such as Sir Wicknell as well as other individuals and organisations investing in projects that contribute to community development and national infrastructure.

Appreciation also goes to institutions and ministries such as the Ministry of Transport and Infrastructural Development, Ministry of ICT, Postal and Courier Services, Zimbabwe , Zimbabwe National Road Administration and Procurement Regulatory Authority of Zimbabwe , among others, for initiatives and efforts aimed at improving infrastructure, connectivity and public-sector project delivery. A procurement system that focuses on competence, quality, compliance and value for money is essential for sustainable development.

One interesting thing about good procurement is that it can sometimes look suspicious. When a procurement professional negotiates better prices, eliminates unnecessary costs and selects a competent contractor offering quality, people may quickly ask, “What is happening behind the scenes?” Yet sometimes, good procurement simply means getting the best possible value from public resources.

The real question should therefore not only be “How much was spent?” but also:

What was delivered? What quality was achieved? Was it completed on time? Was the resource used efficiently? And will the infrastructure serve people for generations?

This is where Construction Managers become critical.

We need Construction Managers to help drive:

🏗️ Economic development
🏗️ Infrastructure upgrading at controlled and minimal costs
🏗️ Efficient resource utilisation
🏗️ Quality assurance and control
🏗️ Effective project coordination
🏗️ Timely project delivery
🏗️ Risk and cost management
🏗️ Value for money
🏗️ Sustainable infrastructure development

A strong procurement process alone is not enough. A good contractor alone is not enough. We need the right procurement, the right professionals and the right project controls working together.

Good Procurement + Competent Contractors + Construction Management = Quality Infrastructure + Better Project Delivery + Economic Growth. 🇿🇼

The goal should always be simple: build better, spend wisely, deliver efficiently and create infrastructure that genuinely improves people's lives.

📊 Earned Value Management (EVM): A Smarter Way to Manage Construction Projects in Zimbabwe 🇿🇼🏗️

Successful construction projects are not managed by intuition alone—they are driven by accurate data, continuous monitoring, and informed decision-making.

Earned Value Management (EVM) is a powerful project management technique that integrates scope, schedule, and cost to measure project performance and identify potential issues before they become costly problems.

By tracking Planned Value (PV), Earned Value (EV), and Actual Cost (AC), project managers can:
✅ Monitor project progress in real time.
✅ Detect cost overruns and schedule delays early.
✅ Improve forecasting and budgeting.
✅ Make data-driven decisions.
✅ Deliver projects more efficiently and successfully.

As Zimbabwe's construction industry embraces digital transformation, adopting tools such as Earned Value Management will play a key role in improving project delivery, reducing waste, and enhancing accountability across the sector.

Plan smart. Track early. Deliver success.
