This page is created to support the passage of the Noah Dean and Nate Act, introduced by Senator Steve Southerland and Representative Tilman Goins at the request of Jessica Mills Winstead, mother of Noah Dean Winstead. The Noah Dean and Nate Act seeks to end electricity related injuries and deaths at public marinas in Tennessee. Noah Winstead and Nate Lynam died from electrical injuries they suffe

red on July 4, 2012, while swimming near a house boat at German Creek Marina on Cherokee Lake near Morristown, Tennessee. The Noah Dean and Nate Act will require marinas to install ground fault protection in accordance with the 2011 National Electric Code by April 1, 2015, to post notices about the danger of electrical leakage into waters surrounding a marina, and require annual inspections by the Tennessee Fire Marshal’s office to insure on-going ground fault protection. Honored to have an audience with Gov. Bill Lee to share about Electric Shock Drowning.

Tennessee public marinas are inspected once every five years as a result of our law. With Memorial Day being the unofficial start of lake season be aware of what you can do to be aware of the dangers of Electric Shock Downing.

1. Have your boat tested once a year.
2. Never use common household extensions or household wiring for your boat.
3. Never swim within 100 yards of freshwater marina or boatyard.

Drownings and electrocutions from water shock happen the most in marinas and near docks and victims are most likely to be kids.
