I would recommend that if you have standing water in your house that the power should be off. Electricity is always looking for the easiest path to ground.

This is what a romex wire looks like after having a nail shot through it. I have had to find two of these now in the same house. The owner decided to hang up hardy plank siding. I have a feeling that this is not the end of the problems.
