Surge protectors should always be in the spot closet to the main breaker to protect everything after it and absorb anything bad. The first pic was done by another company who just cared about the sell, they didn’t care that it wasn’t protecting anything. Please ignore the 2’x2 hole that they also cut in the wall to get a wire outside.
