Structural comments usually come down to attachment spacing and uplift, not to the modules. The racking manufacturer publishes a span table for a given wind and snow condition. If the plan set does not reconcile that table with the local load criteria and the actual rafter spacing on that roof, the reviewer has to assume the worst case — and asks for an engineer.

The revision window is where cheap drafting stops being cheap. A plan set isn't finished when it's delivered. It's finished when the AHJ signs it. If the comments come back in week six and your vendor's revision window closed at delivery, the second round costs you again — and the delay costs more than the drafting did. Revisions are free for three months from the order. That's the window that covers a real review cycle, including the slow ones.

The cheapest rejection in the business is a missing label. Placards and markings are the last thing added to a plan set and the first thing an inspector looks for in the field. A complete labeling schedule on the drawings means the crew installs the right placards the first time, instead of driving back with a label maker.

“Does this need a stamp?” is a jurisdiction question, not a project-size question. Some AHJs want a structural PE on every roof mount. Some only want one when the array crosses a load threshold, or when the roof framing is undersized, or when it's a ground mount. Some want an electrical stamp as well. The only reliable answer comes from that building department's own submittal checklist. We stamp in the states we're licensed in, and we'll tell you before you order if your jurisdiction is one where we can't.

Adding storage changes which articles apply, and it changes the inspection. NEC Article 706 governs energy storage systems, and UL 9540 covers the system with UL 9540A the fire test method behind many of the siting and separation requirements an AHJ will ask about. Clearances, ventilation and location are where storage plan sets get held up.

The rejection nobody budgets for: the site plan doesn't match the roof. A vent stack that moved, a dormer the satellite imagery flattened, a setback measured from the wrong edge. The drawing is internally consistent and still wrong, and no amount of code knowledge catches it — only a current measurement does. Washington DC is a small jurisdiction with a specific process, which is exactly why it catches people who work mostly elsewhere. One building department, one utility, and a submittal package that expects particular things in particular places. Volume does not help you here — familiarity does.

“Send me a plan set” means different things to different AHJs, which is why the deliverables list matters more than the label. A residential permit package generally carries a cover sheet with code references, a site plan, a roof plan with module layout and setbacks, the single-line diagram, electrical calculations, equipment specification sheets, placards and labels, and structural details where the jurisdiction wants them. If a quote doesn't enumerate what's in the package, you're going to find the gap at plan review.
