Creating more housing in Baltimore comes with its share of challenges, and navigating the regulatory and permitting process is certainly one of them.

On October 15, Bobby Haase, P.E., will be attending on behalf of CityScape Engineering, LLC at ULI Baltimore’s Ideas for Reducing Regulatory Impediments to the Creation of New Housing Supply.

As civil engineers working on development projects throughout Baltimore, we understand the importance of finding practical solutions that help move projects forward.

We’re looking forward to hearing different perspectives, exchanging ideas, and connecting with others who share an interest in Baltimore’s future.

Attending? Be sure to say hello to Bobby!

Another milestone in Re*****on.

The new mixed-use development at 211 W. 28th Street has officially topped out, a milestone recently covered by the Baltimore Business Journal. https://lnkd.in/eXm6cNDc

CityScape Engineering, LLC is serving as the lead civil engineer for the six-story infill development, which is transforming the former 7-Eleven site into 60 apartments, 6,100 SF of retail space, and a large public plaza.

There’s a lot happening below the surface, too.

An existing underground stream helped dictate the building’s developable footprint, while the project required coordination for a partial road closure to gain approximately 13.5 feet of additional right-of-way.

Our civil scope includes site design, integrated stormwater management, utility coordination, new water, sewer and storm drain services, ADA improvements, sidewalks and curbs, an extended curb lane for MTA bus pickup, landscaping and permitting.

CityScape also led the civil permitting process, including SPRC, the Developer’s Agreement, and Stormwater and Erosion & Sediment Control approvals, completing civil-related permitting in approximately 15 months.
It’s exciting to see years of planning, coordination, and design now taking shape above ground.

The project is scheduled for completion in Spring 2027.

We are pleased to welcome Christopher Rose, P.E., our new Senior Design Engineer!

Chris joined CityScape Engineering, LLC for the sustainability, community-focused work, local projects, and, in his words, “wonderful people.” We’ll happily take the compliment.

What does he love about civil engineering?

The fact that it’s everywhere.

“I like being able to go almost anywhere in the world and say, ‘That’s civil engineering.’ Every day, we’re surrounded by infrastructure that a civil engineer designed.”

Chris is especially drawn to projects that make a visible difference in the community—schools, parks and revitalization projects. One career highlight? Helping deliver two new high schools on the same campus in Anne Arundel County, with overlapping timelines that required plenty of coordination between the two projects.

And now, he’s excited to bring that experience closer to home.

Chris lives in Baltimore and loves knowing he’ll be able to walk or drive past projects he’s helped shape.

His local recommendation? The Baltimore Museum of Industry of Industry—a fitting choice for someone who appreciates how infrastructure, industry, and development shape a city over time.

Welcome to CityScape, Chris! We’re excited to have you on the team!

From asphalt and gravel to a greener community space. Check out our next Baltimore City transformation!

CityScape Engineering, LLC was proud to work alongside the Greater Baybrook Alliance and EnviroCollab on the community-led Blue-Green Master Plan and the transformation of this site on Duane Avenue in Brooklyn/Curtis Bay.

Our team helped design a space that does more than look good. Bioretention cells, a rain garden and native plantings now help manage and clean stormwater before it reaches the Chesapeake Bay, while a new playground creates a place for the community to gather.

Shoutout to Bobby Haase, P.E., who served as CityScape’s Project Manager, and to SBC Outdoor Services for bringing the design to life in the field.

This is what green infrastructure can do—solve real stormwater challenges while creating better spaces for people.

What if stormwater runoff could be managed in a way that works more like nature?

Last week, our CityScape Engineering, LLC team had the opportunity to visit Backyard Basecamp’s BLISS Meadows in Northeast Baltimore to learn more about an innovative project underway using a regenerative stormwater conveyance (RSC) system.

Backyard Basecamp was founded in 2019 by Atiya Wells, a pediatric nurse and naturalist who saw a need for greater representation and access to nature-based experiences. Today, the organization works to reconnect Black, Indigenous, and other people of color with local food, land, and nature.

At BLISS Meadows, that mission has helped transform roughly 10 acres of urban land into a community green space with an urban farm, forest, ponds, gardens, and environmental education programming.

Now, the next chapter includes rethinking how stormwater moves through the property.

RSC systems use shallow pools, riffles, vegetation, and natural materials to slow, spread, and filter stormwater runoff while helping restore the surrounding landscape.

We joined Atiya Wells and Kieron George from Backyard Basecamp for a tour, along with John Sarbanes and Kristen Fidler from The Sarbanes Center and Matthew Garbark and Kim Grove from Baltimore City Department of Public Works. The group discussed the current project and opportunities to apply similar approaches to future installations.

CityScape is assisting with plans review and permitting, while Underwood & Associates is leading the design and construction.

It’s a great example of engineering, ecology, and community coming together to find a better way to manage stormwater.
