Easy attic check.
If you can see the 2x4s on the floor of the attic, there is not enough insulation.
Even when the joists are buried, the depth can still be low. For our area of Texas, the Department of Energy points to about 17 inches / R-49 on the fiberglass we recommend. Other materials rate differently.
R just means resistance — how hard it is for heat to move through that layer.

Do I have enough insulation in my attic?
Quick test: peek up there. If you can see the ceiling joists across the floor, you are short.
Joists can also be covered and you can still be short. DOE target for our part of Texas is about 17 inches — R-49 on the fiberglass we use. Different products carry different R per inch.
R-value is resistance. It is not a radiant barrier. Inspection is how you know what is actually up there.

Insulation and radiant barrier are not the same job.
Radiant barrier sits under the roof and acts like a shade tree over the whole house. On a 100° day that can drop a raw attic from around 150° down toward 110°. Insulation then only has to fight the leftover heat — which is why the AC is not working as hard to hold the house.
If upstairs stays hotter than downstairs, that is usually the attic, not the thermostat.

A lot of people in Austin think “we already have insulation” and stop there.
Insulation and radiant barrier do two different jobs. Radiant barrier is the layer under the roof deck. It reflects a big share of the sun before that heat ever sits in the attic. On a 100° day a bare attic can run around 150°. With radiant barrier that same space is often closer to 110°. Then the insulation you already paid for can actually do its job, and the AC is not fighting the roof all afternoon.
If the second floor never feels like the first, start in the attic.
