DISTURBANCE IN THE GULF GETTING BETTER ORGANIZED. Invest AL91 in the eastern Gulf is getting healthier despite significant westerly deep-layer wind shear. The system has 80 degree sea-surface temperatures to feed upon and a deep vertical structure. NHC now gives it a 50% chance of development. A recon mission is scheduled for today.
