That billboard in is exactly why people lose faith in government infrastructure. A standalone waiting shed costing almost ₱12 Million is an insult to every taxpayer and a slap in the face to honest engineers who know how much materials actually cost. This is the painful reality of corruption in the Philippines, and we should not sugarcoat it.
This is exactly why we need to fight for strict, independent Quantity Surveying (QS). Here is the raw truth about why QS is the only weapon that can stop this kind of daylight robbery from happening again:
1. QS Strips Away the Vague "Magic" Numbers
In corrupt projects, they love using vague descriptions like "Construction" because it allows them to hide a massive, imaginary price tag.
A real Quantity Surveyor acts as a forensic investigator for money. They break down the project into a strict, unchangeable Bill of Quantities (BOQ).
If a waiting shed only needs 50 bags of cement, 20 steel bars, and 5 sheets of roofing, the QS puts exactly that on paper.
If the contractor tries to price a single bag of cement at ₱2,000 instead of ₱400, the QS flags it immediately.
Without a QS, corrupt officials can just pull a multi million peso number out of thin air and pocket the rest. A strict QS makes that impossible because every single peso must be tied to a physical material on site.
2. QS Stops Contractors and Officials from Colluding
Right now, the system allows corrupt contractors and government agencies to agree on inflated budgets behind closed doors. They bungle the estimates, pad the "Indirect Costs" and "Contingencies," and pass it off as legal.
If an independent QS team one that doesn't answer to the mayor, the politician, or the corrupt contractor is required to audit the project before a single centavo is released, the scam falls apart. The QS will look at that small waiting shed, do the actual math, and say: "This is only worth ₱500,000. Where is the other ₱11.4 Million going?" They act as the ultimate whistleblower before the money gets stolen.
3. QS Gives Honest Engineers the Power to Fight Back
There are many honest engineers in the Philippines who are forced to just sign off on these overpriced projects because they have no institutional backing or because the system is rigged from the top.
Mandating strict QS in every local government unit (LGU) gives engineers a legal shield. It shifts the power from political commands to hard, undeniable data. When everything is itemized based on strict market rates, no politician can force an engineer to approve a ₱12 Million waiting shed, because the data will clearly show it is a crime.
The Bottom Line
What we see in that photo is a robbery of public funds. To stop this from repeating across the country, Quantity Surveying must be made a mandatory, transparent, and independent part of every government contract.
Every billboard should be legally forced to show the exact breakdown computed by a QS, so that ordinary citizens can see they aren't being cheated. We need to stop letting them hide behind the word "Construction" to steal millions. It’s time to hold them accountable, protect our taxes, and ensure that engineering in the Philippines is about building the nation—not lining the pockets of corrupt officials.
