One major recruitment drive by a big company is enough to expose how fragile small SMEs in Bougainville still are.

When experienced workers, supervisors, drivers, mechanics, accountants, and admin officers are pulled away all at once, small local businesses struggle to survive. Projects slow down. Services suffer. Remaining staff carry heavier workloads.

At the same time, no company should be blamed for recruiting the skilled people it needs. Workers also have the right to pursue better pay, better opportunities, and long-term career growth for themselves and their families.

Big companies create opportunity. SMEs create resilience, local ownership, and long-term economic participation across communities. Bougainville needs both to grow together.

The real challenge is not recruitment. The real challenge is whether Bougainville has enough skilled labour and workforce depth to support major investment without weakening the wider local business sector.

This is becoming an important policy issue for Government, especially as large-scale resource and mining activities continue to expand. Pressure on the labour market and skilled workforce will only intensify once full mining operations commence.

Strong economies are not built by one giant company alone. They are built when small local businesses survive long enough to become strong.

The Rau Women’s Resource Centre, under the Aita Women’s Association, was initially funded by the Office of the Regional Member for Bougainville and completed by the Autonomous Bougainville Government (ABG) via contract with Imperium Investment Limited in 2024.

Officially opened on 15 February 2026 by:

Hon. Theresa Baranangko, Member for Central Bougainville Women’s Regional Seat, and Hon. Jason Baranangko, Member for Rau Constituency

The official opening was attended and witnessed by Secretary for Community Development Mr. Koito, Ministry representatives, Imperium team, Aita Women’s Association members, and local constituents.

A dedicated facility for women’s empowerment, family support, and community development in Rau, Bougainville.
