President Bola Tinubu has expressed optimism that the proposed Gateway Deep Seaport and Ogun State Blue Marine Special Economic Zone will strengthen Nigeria’s maritime economy, boost manufacturing and expand the country’s export capacity.
Tinubu spoke in Paris, France, where he witnessed the signing of Memoranda of Understanding (MoUs) between the Ogun State Government and DP World MEA FZE for the development of the two major projects.
The projects are expected to attract more than $7 billion in initial investment and create over 50,000 direct jobs when fully developed.
The President described the agreements as the beginning of an integrated economic corridor connecting maritime infrastructure with manufacturing, logistics, energy and transportation.
According to him, the projects are designed to address longstanding challenges including port congestion, inadequate draft capacity and logistics bottlenecks that have increased the cost of doing business in Nigeria.
Deep Seaport to ease pressure on Lagos ports
The proposed Gateway Deep Seaport, located in Ogun Waterside, will feature a four-kilometre berth and an 18-metre draft, allowing it to accommodate larger vessels.
Tinubu said the facility would help decongest the Lagos port corridor and ease pressure on the Apapa and Tin Can Island ports while reducing delays and costs for importers and exporters.
He also said the port would provide Nigeria with a stronger trade and logistics gateway to the African Continental Free Trade Area (AfCFTA), serving a continental market of about 1.4 billion people.
10,000-hectare industrial zone
The proposed 10,000-hectare Ogun State Blue Marine Special Economic Zone is expected to complement the seaport by providing space for manufacturing, processing and export-oriented businesses.
Tinubu said imported inputs could be transformed into finished products within the zone, while Nigerian raw materials could be processed for export.
He stressed that the integration of the port and economic zone was central to the projects’ expected economic impact.
The President also identified the Lagos-Calabar Coastal Highway as critical to the success of the emerging economic corridor.
He said the 28-kilometre Ogun section of the 700-kilometre highway would provide an important connection between the port, the industrial zone, Lagos, the Nigerian hinterland and markets across Africa.
Tinubu further linked the developments to the proposed Nigerian Navy Operating Base and Dockyard and the OK LNG Project, saying they could form part of a broader corridor connecting maritime infrastructure with Nigeria’s energy and gas-export ambitions.
Tinubu demands implementation
While welcoming the investment agreement, Tinubu stressed that the signing must be followed by actual implementation.
He assured investors of regulatory clarity, policy stability and federal support for road, rail and power connectivity, maritime security and the removal of unnecessary bureaucratic obstacles.
The President commended Ogun State Governor, Dapo Abiodun, for securing the land, structuring the investment framework and reducing risks for investors.
He described the project as an example of cooperation between the federal and state governments.
Abiodun: Project will open new gateway for Ogun
Governor Dapo Abiodun described the signing as a major milestone in Ogun State’s economic development.
He said the vision for a deep seaport in the state had remained largely unrealised for more than three decades, adding that the current development could move the project towards implementation.
Abiodun said the seaport would support trade, investment, connectivity and Nigeria’s maritime economy while creating opportunities for small and medium-sized enterprises, logistics companies, manufacturers and technology businesses.
He also described the Blue Marine Special Economic Zone as a platform for attracting capital, technology, innovation and skilled talent.
The governor said the projects would form part of a wider multimodal infrastructure network involving the Gateway International Airport, dry ports, the coastal highway and the deep seaport.
He, however, emphasised that the success of the agreements would ultimately depend on implementation, while assuring investors of Ogun State’s readiness to support business, partnership and delivery.
The signing ceremony was witnessed by Tinubu, Abiodun, Minister of Marine and Blue Economy Adegboyega Oyetola, Nigerian Ports Authority Managing Director Abubakar Dantsoho, DP World representatives, Sky Capital and other partners.
