Public Works, Contractors, & Stakeholders on October 21, 2026, held the Second Edition of the “Efficient Service Delivery Introspective Dialogue (ESDID)”.
The "Efficient Service Delivery Introspective Dialogue" is a quarterly meeting that brings together major players including authorities at the Ministry of Public Works, Contractors and Stakeholders alike. The platform affords contactors and stakeholders the opportunity to critically assess policies, procedures, and processes ranging from tendering, contracting, to implemention. It also sets the basis for Contractors to make inquiries and get clarity from stakeholders about some procedures that often challenge their involvement in activities within the sector.
Key Stakeholders included the National Road Fund (NRF), Public Procurement and Concessions Commission (PPCC), Ministry of Finance and Development Planning (MFDP), Liberia Revenue Authority (LRA), Engineering Society of Liberia (ESOL), and the Association of Liberian Construction Contractors (ALCC).
Speaking at the start of the Dialogue, Minister Roland Layfette Giddings welcomed the initiative and rallied all stakeholders to work concertedly with the aim of achieving targeted goals.
Several presentations were made, and they included:
1. Reflection on Contractors’ performance on primary roads done by Assistant Minister for Technical Services John Zogar on behalf of his Boss, Prince Tambah the Deputy for Technical Services.
2. Reflection of Contractors’ performance on rural roads by Deputy Minister for Rural Development and Community Services Jocelia Tarplah.
3. Payment Processes: NRF, Internal and MFDP by Tony Johnson the Comptroller and Benjamin Yiediboe, Technical Assistant to the Minister.
4. Bid Process on e-Procurement Portal by Bobby Nyankan the Director of Procurement at MPW and a team from PPCC.
The first Dialogue was launched on July 10, 2025 to enable the Ministry of Public Works' Administration, all Contractors, and other External Institutions align with the Ministry to gather quarterly and chat course on Efficient Service Delivery on the Road Component of the ARREST AGENDA FOR INCLUSIVE DEVELOPMENT (AAID).
During his closing remarks, Minister Roland Layfette Giddings took a cursory look at reforms instituted at the Ministry to enhance efficiency in service delivery, while at the same time ensuring that Liberian Contractors remain active participants in the development of their countries.
They are, amongst others:
I. Rigid Pavement will henceforth be awarded only to Liberian contractors
ii. That out of sixty-four (64) contractors within the Ministry's portfolio, forty-six (46) of them are Liberian-Owned companies
iii. That the Ministry has reordered the contractors payment process by extracting thirty-one (31) steps, bringing it down to fifty-seven out of a cumbersome eighty-eight (88) steps process that once delayed their payments
iv. That all of the thirteen counties city streets pavements, excluding Cape Mount & Bomi Counties which are captured under the Pavi Fort Agreement, contracts were awarded to only Liberian-Owned companies
v. That literate roads rehabilitation and the rehabilitation of city roads will exclusively be given to Liberian-Owned companies
The reforms, Minister Giddings intimated, are intended to give Liberian companies competitive advantage within the sector, ensuring that they are not disadvantaged by their foreign counterparts in any way or form. Equally, he thanked foreign companies for their steadfast commitment to Liberia's development and encouraged them to stay the course.
The 2026 Edition was largely characterized with guiding Contractors on the process of uploading bid packages on the PPCC e-Procurement Portal, as well as information on the payment process for MFDP, NRF & Internal cycles.
