Most multi-storey car parks work the same way. Vehicles travel up one ramp and down another, or share both directions on the same ramp. At every level, ascending and descending cars meet, slow each other down, and compete for the same aisle space.
That opposing flow is not just a user experience problem. It is a geometry problem.

When a ramp has to accommodate two-way traffic, its width, its turning radius, and the clearances around it all increase. Those dimensions consume floor area that could otherwise hold parking bays. The more conflict-prone the circulation, the more space is sacrificed to movement, and the fewer bays you get on the same plot.

Two continuous ramps are interwoven within the same rectangular building envelope. One handles upward movement exclusively. The other handles downward movement exclusively. The flows never oppose each other - they run parallel and in the same direction at every point of potential contact. The result is one-way circulation throughout the entire structure.

One-way circulation reduces the spatial clearances the ramp requires, tightens the geometry without compromising safety, and allows parking bays to be placed more continuously across each level. Less area is lost to circulation. More area becomes productive parking.

That is why the direction of flow is not a traffic management decision. It is a yield decision.
