Subject :- Representation regarding non-availability of essential raw materials for ex*****on of developmental works

Respected Sir,

We, on behalf of the Constructional Contractors Association, R&B Baramulla, most respectfully wish to bring to your kind attention the serious difficulties being faced by contractors due to the non-availability of essential raw materials required for the ex*****on of various developmental works in the Kashmir Division.

At present, materials such as stone, sand, khakbajree, soling material and other essential construction materials are not readily available to contractors. The shortage and non-availability of these materials have created considerable difficulties in carrying out the allotted works within the stipulated contractual periods.

It is pertinent to mention that various developmental works are being advertised and allotted by the concerned departments with the objective of providing timely infrastructure and development to the people. However, unfortunately, proper and identified sources of essential raw materials are not being made available to the contractors. In the absence of regular, sufficient and authorized sources of construction material, it becomes extremely difficult, if not impossible, for contractors to execute the allotted works as per the prescribed specifications and within the scheduled timelines.

The non-availability of raw material is entirely beyond the control of the contractors. Despite this, contractors are required to complete the works within the stipulated contractual periods. Such a situation not only affects the contractors financially but may also result in delays in the completion of important developmental works, ultimately affecting the public at large.

The contractors are fully committed to executing the developmental works entrusted to them in a timely and quality manner. However, the availability of construction material is an essential prerequisite for the successful ex*****on and completion of such works.

In view of the above, we most humbly request your good self to kindly intervene in the matter and take up the issue with the concerned authorities/departments, including the authorities responsible for regulation and availability of minor minerals and construction materials, so that suitable, sufficient and authorized sources of stone, sand, khakbajree, soling material and other required construction materials may be identified and made available to contractors at the earliest.

Your kind intervention in this matter will go a long way in resolving the genuine difficulties being faced by the contracting fraternity and will also facilitate the timely ex*****on and completion of various developmental works in the larger public interest.

We, therefore, earnestly request your good self to kindly consider the matter sympathetically and issue necessary directions to the concerned authorities for ensuring the availability of essential raw materials so that the developmental works may be executed and completed within the stipulated time.

Contractors Raise Concern Over Abnormally Low Bids at Meeting Held in
Baramulla, June 2:

A significant meeting of contractors associated with the Roads and Buildings (R&B) Division Baramulla was convened today under the chairmanship of Imtiyaz Ahmad to deliberate on issues affecting the contracting fraternity, particularly the growing trend of abnormally low bidding in government tenders.
The meeting witnessed the participation of a large number of senior contractors from across the district, who expressed serious concern over the practice of certain bidders quoting exceptionally low rates that, according to participants, appear commercially unviable and raise questions about the quality and sustainability of project ex*****on.
During the deliberations, several senior contractors highlighted that the prevailing situation has created uncertainty and confusion within the contractor community. They questioned how public works can be executed efficiently and in accordance with prescribed standards when contracts are secured at rates significantly below realistic market estimates. Participants argued that such practices not only affect fair competition but also have the potential to impact the quality of public infrastructure projects.
Speakers at the meeting emphasized the need to safeguard transparency and fairness in the tendering process. They stressed that genuine contractors who follow established norms and maintain quality standards are finding it increasingly difficult to compete with bids quoted at unusually low rates.
A strong message of unity emerged from the gathering, with contractors collectively expressing their commitment to protecting the interests of the contracting fraternity and ensuring that government projects are executed in a transparent and professional manner. Participants unanimously called for concrete measures to address the issue and prevent practices that could undermine fair competition.
The meeting also noted that concerns regarding abnormally low bids have attracted attention at various levels, and there is increasing interest in understanding how certain contractors are able to undertake works at rates that many industry professionals consider impractical. Participants urged the authorities to conduct a thorough examination of the factors contributing to such bidding patterns and to ensure that all tendering procedures remain transparent and accountable.
Contractors present at the meeting emphasized that any investigation into the matter should be evidence-based and conducted through appropriate legal and administrative channels. They expressed confidence that greater scrutiny and transparency would help strengthen public trust in the tendering system.
Addressing the gathering, Chairman Imtiyaz Ahmad reiterated the association's commitment to pursuing reforms aimed at streamlining the tendering process and protecting the interests of genuine contractors. He stated that the Contractors Association R&B Baramulla would engage with the concerned authorities and advocate for measures that promote fairness, transparency, and quality in public works contracts.
The meeting concluded with a unanimous resolution that the Contractors Association R&B Baramulla will take up the matter with the relevant authorities and work towards ensuring a level playing field for all contractors. Participants expressed hope that appropriate policy and administrative interventions would help restore confidence in the tendering process and safeguard the interests of the broader contractor community.
