The BESS scheme was a voluntary scheme initially introduced in 2009 under the auspices of NSAI. This BESS voluntary group carried out very good work and were responsible for the implementation of the Emergency Lighting Certification Scheme. The Chairman of the implementation body tasked with the introduction of the scheme stated: "At this stage with the publishing of the 2013 standard imminent, and given our voluntary nature, our mandate and decision making capacity, and taking into account my most recent reviews with all stakeholders, I feel we have taken the process as far as we reasonably can and it is best to close the BESS scheme and report my findings back to the industry." Infrared Thermographic technology is a non-intrusive method of measuring temperature. All surveys are carried out while the plant/machinery is on load. Electrical problems highlighted during surveys (normally carried out on MCC/distribution panels/transformers) include loose/damaged connections, overloaded circuits, damaged or faulty equipment and phase imbalances. Mechanical applications include rotating equipment such as pumps and motors where heat caused by faulty bearings, inadequate lubrication, misalignment, imbalance or normal wear highlights the problem areas.
