If a chimney sweep comes to my house and tells me I have a birds nest in my chimney ( which is regular). I would ask him to go onto my roof and supply and fit a bird guard so this does not happen again, he will need ladders for this.
If the chimney sweep tells me my chimney is wet which also regularly happens. I would ask my chimney sweep to go on my roof and fit a rain guard, he would need ladders to do this.
If I tell my chimney sweep that smoke is blowing into my room when I open the stove door, a good professional chimney sweep would probably tell me I have a downdraft. I would ask him to go onto to my roof and supply and fit an anti down draft cowel. He would need ladders to do this.
A proper professional and skilled chimney sweep should always have ladders.
