Β£2 BILLION retrofit opportunity – are you already on this DPS?

The Advantage South West DPS for Energy Efficiency & Decarbonisation Retrofit Works, Services & Supplies is open to applications, with multiple installers able to join.

The DPS covers a wide range of energy efficiency and decarbonisation works, including:

β˜€οΈ Solar PV
🌱 Heat pumps
πŸ”₯ Central heating
⚑ Electrical installation works
🏠 Retrofit works and services

Estimated value: up to Β£2 billion
DPS open until: 1 October 2032

Unlike a traditional tender with one submission deadline, a DPS can remain open for new suppliers to apply during its lifetime. Once successfully onboarded, suppliers can then compete for relevant opportunities released through the DPS.

At Energius, we are a Lancashire based bid writing company specialising in supporting retrofit, energy efficiency and renewable energy installers with tenders, frameworks and DPS applications.

We can manage the application process from start to finish, including questionnaires, quality responses, case studies, policies and supporting tender documentation.

If this opportunity fits the work your company delivers and you would like to discuss applying, please get in touch.

β˜€οΈ Before you get solar panels, check these 5 things…

Thinking about installing solar panels on your home? Before choosing a system, make sure you understand what you are actually getting.

🏠 1. Is your roof suitable?
The size, orientation, angle and shading around your roof can all affect how much electricity your panels can generate.

⚑ 2. How much electricity do you use?
Your solar system should be designed around your home and your typical energy usage - not simply based on fitting as many panels as possible.

πŸ”‹ 3. Do you need battery storage?
A battery can store excess solar electricity for use later, including in the evening when your panels are no longer generating. Whether it makes sense depends on how and when you use electricity.

πŸ“‹ 4. What exactly is included in the quote?
Check the panels, inverter, battery (if included), warranties, installation costs and any additional works. A cheaper quote is not always a like-for-like quote.

πŸ’· 5. What could you realistically save?
Be cautious of unrealistic promises. Your potential savings depend on your system size, electricity usage, generation and how much of the solar electricity you can use in your home.

At Energius, we help homeowners explore suitable solar options and connect them with professional solar installers.

🏠 What Accreditations Do You Need to Win Retrofit Contracts?
If you are looking to secure work through tenders, frameworks and DPS opportunities, having the right accreditations in place is often one of the first hurdles.

Depending on the measures and contract, buyers may ask for:

βœ… TrustMark – commonly required for government backed domestic retrofit works
βœ… PAS 2030 certification – for installation of relevant energy efficiency measures
βœ… MCS – commonly required for technologies such as Solar PV and Heat Pumps
βœ… Gas Safe – where gas or heating works form part of the contract
βœ… SSIP accreditation – such as CHAS, Constructionline or equivalent, depending on the buyer’s requirements
βœ… ISO certifications – ISO 9001, ISO 14001 and ISO 45001 are frequently requested or assessed
βœ… Cyber Essentials – increasingly appearing within public-sector procurement requirements
βœ… Waste Carrier Registration – where your activities require it

But accreditations are only one part of a successful tender submission.

Buyers may also assess your:

πŸ“„ Relevant contract experience and case studies
πŸ“„ Health & Safety arrangements
πŸ“„ Quality management procedures
πŸ“„ Environmental and social value commitments
πŸ“„ Policies and supporting evidence
πŸ“„ Financial standing and insurance
πŸ“„ Technical competence and delivery methodology
πŸ“„ Subcontractor credentials, where applicable

One important point: requirements vary from tender to tender. Having a strong set of accreditations does not automatically mean you meet every opportunity’s eligibility criteria, so checking the tender requirements carefully before investing time in a submission is essential.

At Energius, we work with retrofit, insulation, heating and renewable energy installers to identify suitable opportunities and prepare complete tender, DPS and framework submissions.

We can help with everything from the initial eligibility check through to Supplier Questionnaires, method statements, technical responses, case studies, policies and supporting documentation.

🏠 What Does the 2026 Fuel Poverty Report Mean for Retrofit Installers?

The Committee on Fuel Poverty has published its 2026 Annual Report, highlighting the direction of travel for energy efficiency and retrofit across England. One of the biggest changes is the end of ECO4 on 31 December 2026, with no ECO5 planned.
But this doesn't mean the end of retrofit funding.

The Government is planning a new approach, bringing different funding streams together and placing greater emphasis on:

πŸ”Ή Improving the energy efficiency of homes
πŸ”Ή Supporting households experiencing fuel poverty
πŸ”Ή Local authority-led delivery
πŸ”Ή Stronger quality assurance and monitoring
πŸ”Ή Retaining skills and capacity within the retrofit industry
πŸ”Ή Delivering improvements at scale

The Government has committed Β£5 billion to support low-income households, with an ambition for one million fuel-poor homes to receive energy-saving improvements by 2030.

For retrofit installers, this could mean a significant shift in where future opportunities come from.
As funding moves towards local authorities, housing providers and larger retrofit programmes, being ready for frameworks, DPS opportunities and public sector tenders could become increasingly important.

For installers looking ahead, now is a good time to understand where the next opportunities are likely to come from and make sure your business is procurement-ready.

🏠 PAS 2035: What Retrofit Installers Need to Know When Tendering

If you are a retrofit installer looking to win public sector contracts, understanding PAS 2035 is essential.

Many retrofit tenders require evidence that your business can work in line with the PAS 2035 framework β€” and simply stating that you are compliant may not be enough. πŸ‘‡

πŸ“‹ What should installers be prepared to demonstrate?

πŸ”Ή Roles & responsibilities – Understanding the responsibilities of the Retrofit Assessor, Retrofit Coordinator, Designer and Installer.

πŸ”Ή Qualified personnel – Being able to demonstrate that the relevant people involved in the project have the appropriate qualifications and experience.

πŸ”Ή Installation processes – Showing that your installation methodology follows the required standards and is appropriate for the measures being delivered.

πŸ”Ή Quality assurance – Explaining how you monitor workmanship, carry out inspections and deal with defects or remedial works.

πŸ”Ή Customer protection – Demonstrating how you communicate with residents, manage complaints and protect vulnerable households, particularly on occupied properties.

πŸ”Ή Evidence & record keeping – Tenders may require evidence of previous projects, accreditations, quality procedures, photographs, certificates and other supporting documentation.

⚠️ One of the biggest mistakes installers make is treating PAS 2035 as simply an accreditation requirement.

Tender evaluators want to see how your business actually applies the principles in practice.

Your tender response needs to connect your PAS 2035 experience to your processes, people, quality controls and previous projects.

At Energius, we help retrofit and energy efficiency installers prepare strong, tailored tender submissions - including method statements, technical responses, policies, case studies and accreditation requirements.

We don't believe in generic tender answers. We build responses around your actual business, experience and capabilities.
