Eventually, some clarity regarding non-domestic MEES, with the Government publishing an interim response to the consultation. Key takeaways are as follows:

1. From 2031, it is proposed that all private rented buildings over 1,000 square metres in England and Wales will need to reach a higher standard of energy efficiency of EPC B, where cost effective.

2. The intention is for buildings below 1,000 square metres to continue to be subject to the current minimum standard of EPC E.

3. The previously proposed interim EPC C milestone for 2027 will not be taken forward, giving landlords and tenants more time to improve the efficiency of their buildings in a way that suits their buildings and lease agreements.

4. Existing flexibility mechanisms, including the 7-year payback test and exemptions, will remain in place ensuring that only improvements that are practical, affordable and cost-effective will be required.

This is frustrating, but probably not a surprise that there is a delay to domestic EPC reforms.

To launch it from October this year was always going to be a bit optimistic, so this delay is sensible and will help ensure that the whole industry is ready to go and fully trained at the right time.

The Government has taken the decision to delay the implementation of reformed domestic EPCs in England and Wales until the second half of 2027.

The decision follows engagement with industry on the delivery timeline. The government will work with industry and the devolved administrations to agree a new launch date and shared implementation plan this summer.

We will keep members updated as more information is made available.
