Swapped out the sill plate, foamed all edges, and installed tar paper with proper bottom-up layering for long-term water management.

While this repair doesn't address the root cause of the issue, it creates a durable barrier that should perform well for years to come.

Next step: tracking down and fixing the actual source of the problem.
