Child support should never be a tool of control.

ABC News has reported that Australia’s child support system is enabling financial abuse and coercive control after separation.

More than 80% of child support payees are women. The report found that over half of parents using Private Collect were underpaid, while one in four received no payment in a year. Meanwhile, Australia has more than $1.9 billion in unpaid child support.

A system designed to support children should not leave single mothers carrying the financial burden: or force them to choose between seeking support and fearing retaliation.

This is also why we must look beyond individual behaviour. In 2002, Melissa Cuturich coined the term PAC: Professionally Assisted Coercion: the way professionals and systems can enable coercion, sometimes without recognising or challenging it. Melissa has long questioned how banking processes may allow financial abuse to remain concealed.

Family law reforms that commenced on 10 June 2025 now require courts to consider the economic impact of family violence, including financial abuse, in property and financial matters. That is an important step: but prevention and protection are essential too.

Our upcoming Lifeguard app is being developed to help women monitor and secure their financial information in real time, helping identify and respond to financial coercion earlier.

What if one account, one debt or one suspicious transaction was never the whole story?

Financial coercion can leave a distributed pattern across identity, tax, property, business, employment and court records. When each signal is viewed in isolation, the person affected may be left carrying the consequences of harm they did not create.

The question for government and responsible financial-sector stakeholders is this: what could change if prevention, protection and accountability were connected earlier?

It can cross banking, tax, business registrations, employment, superannuation, child support, lawyers and courts. When each system sees only one fragment, the person experiencing harm may be left explaining the same pattern again and again.

That is why the next conversation must be about safety by design: not fragmented fixes.

Economic abuse is now harder to ignore, and that is a significant legal win for women.

Since 10 June 2025, Australia’s family law changes have expressly recognised economic and financial abuse as family violence. When property and finances are divided, courts can consider its impact on contributions, financial position and future needs.

Financial disclosure duties have also been strengthened. Relevant financial information and documents must be disclosed, and failing to do so can have serious consequences.

Gather bank statements, loan and property documents, superannuation information, bills, debts and messages about money. Keep copies and record important changes.
